China released its first White Paper on defense in 1998. Subsequently six more white papers on national defense were released in sequence every two years, in 2000, 2002, 2004, 2006, 2008, 2010 respectively. These were followed by three more thematic publications, one in 2015, the second in 2019, and the last one – though not strictly a Defense White Paper – in 2025.

Presently, there is no single document that covers various aspects highlighted in all the 11 white papers in a consolidated manner, and across the entire temporal spectrum spanning a quarter-century – from 1998 till 2025. This Book aims to fill this very gap, and should enable the interested China watchers, lay readers, researchers, military analysts and the general geopolitical community to explore 211 important words, phrases and terminologies, identified from all the Chinese white papers on defense.

Its actual usefulness also lies in helping serious researchers to better understand the evolution of certain concepts, jargons and specific developments in the Chinese PLA, and discern the emerging patterns therein.
